It is not a bad system if you intend on paying no money at all for DNS. However, I would use NS one or pay for Dyn, DME, AWS Route 53 if I was in need of a free or low-cost DNS system however if you are paying you do have better uptime with your name servers. They are still not great the best way to tell is to go on to twitter and check out the cloud flare status because they have taken on so many free customers I believe their network is saturated.
On the other hand if you are paying I believe there is some value here.
